Sakura goes out to town with Tazuna and
discovers the hardship that the people of Land of Waves suffer under
Gato's rule. It is because of this reason that Tazuna risks his life
building a bridge that crosses the ocean. He believes that by
constructing a bridge, people will no longer have to rely on Gatoh, who
controls all imports.
Meanwhile, Naruto and Sasuke continue to train,
using chakra to climb up a tree. When Sasuke asks Naruto about what tips Sakura
had given him, Naruto refuses to tell him.
When the two return from the forest to
Tazuna's house, they are worn out from their intense training. But a
child named Inari gives them a cold stare and dismisses their hard
work, telling them they have no chance of defeating Gatoh.
Inari's
reasons lie with his foster father Kaiza, who had been executed by
Gatoh. Kaiza saved Inari from drowning in one incident; he
was welcomed into the family and soon married Tsunami.
Kaiza became the village’s hero and
often said there was nothing he couldn’t do with his own two
arms. When Gato came to the village, he decided to make the
people fear him by making an example of their hero. After
breaking both his arms, Gato had Kaiza killed in front of everyone,
including Inari.
